1ST ARMM Halal Summit conducted in Lamitan City whilst Halal Food Innovation Center launched
Lamitan City - THE Department of Science and Technology – Autonomous Region in Muslim Mindanao, in partnership with the Provincial Local Government and the City Government of Lamitan, conducted the 1st ARMM Halal Summit in Basilan last June 28-29, 2018. The said event was spearheaded and converged together with the members of the ARMM Halal Industry Development Inter-agency Technical Working Group (HID-IATWG). Highlights of the activity was the launching of the Halal Food Innovation Center (HFIC) and the DOST-ARMM Assisted Halal Certified Products.
The event was formally opened thru the ceremonial cutting of the ribbon led by Basilan Provincial Governor Jim Hataman Salliman assisted by Lamitan City Mayor Rose U. Furigay and DOST-ARMM Regional Secretary Myra Mangkabung, witnessed by all other and stakeholders present during the opening program. FIC Stakeholders and partners signed a Memorandum of Understanding (MOU) cum the First ARMM Halal Summit 2018 Resolution.
There was a press conference held and different questions were asked by members of the media present. DTI-ARMM Regional Secretary Atty. Anwar Malang, Chairman of the Economic Cluster Atty. Ishak Mastura, Regional Director of DOST-XI Dr. Anthony C. Sales and other members of the HID-IATWG answered different questions from the media and participants alike. More than 500 participants from all over the ARMM region attended the said event. The summit was also attended by different exhibitors selling different products that are certified halal.
With the theme “Strengthening Halal Ecosystem in ARMM for Global Market: Creating Opportunities; Synchronizing Synergy”, the summit established and featured the first Halal Food Innovation Center in the region. The summit also gathered some of the halal region’s players to share their experiences and best practices in establishing a respectable and sustainable Halal ecosystem. This also featured lectures and open forums about halal ecosystem from resource speakers who are experts in their own fields to discuss Halal integration, policies, testing and analysis, certifications, investment priority plan, best practices, healthful halal, environmental ecosystems on Halal Industries, Halal Cosmetics, Halal Ordinance, Halal Tourism and FDA Licensing. The aim in view is to come up with a resolution strengthening support to halal programs and activities. This is to position ARMM locally manufactured products to enter the global market.
On the second day event, the lectures were continued and followed by an open forum. This is to enlighten everyone about the Halal ecosystem. The second day event was highlighted by launching of DOST-ARMM’s Assisted Product that are Halal Certified. These products from different provinces of ARMM were sold and promoted on the said event.
The ARMM Halal Industry Development Inter-Agency Technical Working Group, its executive committee and other Halal stakeholders through the “1ST ARMM Halal Summit 2018 are committed to sustain and strengthen its efforts towards the development of the Halal industry in the region through advocacy, coordination to conduct Halal related trainings such as raising awareness on Halal, campaign on strict adherence to the “Halal Standards”, design module for Halal Credit Facility and production training on Halal, encourage and support MSMEs for the production of Halal certified products, ensure that FDA health product policies and guidelines on Halal are consistent with the Philippine National Standards on Halal, advocate the promotion of halal ecosystem through promulgation of policy, regulation and ordinance and more.
The event ended with a positive note, marking the beginning of a more intensive and broader coverage of advocacy activities in the region at the country in general. Hopefully it will open more doors of opportunities leading towards making ARMM the Halal Hub of the country.
58 New DOST Scholars in ARMM signed a contract
A signing of contract conducted at the Provincial Capitol Hall of Marawi City last May 24, 2018.
Fifty-eight new DOST scholars signed a contract in different provinces of ARMM. These are the passers of DOST RA 7687, DOST-SEI Merit Scholarship Program and Project GREAT-M. Two qualifiers in Maguindanao signed a contract last May 21, 2018; 32 qualifiers signed a contract last May 24, 2018, in Lanao del Sur; three qualifiers in Basilan signed a contract last May 30, 2018; two passers signed a contract last May 31, 2018, in Sulu and two passers in Tawi-Tawi, respectively.
There are a total of 32 qualifiers who passed the examination for RA 7687; 15 qualifiers for DOST-SEI Merit Scholarship program and 11 qualifiers for Project GREAT-M, a total of 58 new qualifiers. These students from different provinces of ARMM submitted requirements before the contract signing and was oriented about the privileges and obligations of the scholarship program. New scholars will benefit from the scholarship privileges granted by DOST-SEI. During the regular academic year, students will receive tuition allowance based on the Statement of Account not to exceed P40, 000.00, book allowance worth P10, 000, a transportation expenses, clothing allowance, monthly living allowance at P7, 000.00 per month, group health and accident insurance and graduation allowance to be released during the last semester or term of the program of study.
Scholars should meet the required maintaining grades to continually enjoy the privileges of the program.
The Republic Act No. 7687, also known as the “Science and Technology Scholarship Act of 1994”, provides for scholarships to talented and deserving students whose families’ socio-economic status do not exceed the set cut-off values of certain indicators. Qualifiers must pursue priority fields of study in the basic sciences, engineering, other applied sciences, and science and mathematics teaching.
The DOST-SEI Merit Scholarship Program, formerly known as the NSDB or NSTA Scholarship under RA No. 2067, is awarded to students with high aptitude in science and mathematics and are willing to pursue careers in the fields of science and technology.
The Project Grant for Educational Assistance on Technology and Science Teaching Courses in Mindanao (GREAT-M) scholarships are provided to qualified underprivileged college students in Mindanao to ensure that they finish tertiary education.
S&T Undergraduate Scholarships Program aims to stimulate and entice talented Filipino youths to pursue lifetime productive careers in science and technology and ensure a steady, adequate supply of qualified S&T human resources which can steer the country towards national progress. It is also for the pursuance of a priority program in the field of science, technology, engineering or mathematics leading to a Bachelor of Science degree.
STARBOOKS deployed in Maluso
One unit of “digital library” known as STARBOOKS or Science and Technology Academic Research based Openly Operated Kiosks Station was deployed to Local Government Unit of Barangay Fuente in Maluso, Basilan. The Memorandum of Understanding for the project was signed last May 10, 2018 at Barangay Fuente Hall of Maluso together with the Regional Secretary of DOST-ARMM, Myra B. Mangkabung.
Deployment of STARBOOKS throughout ARMM continues to provide people in remote areas who lack access to internet connections. This is to generate educational information too.
Specifically, STARBOOKS features books, magazines, journals, scientific and research papers, “TamangDOSTkarte” livelihood videos, and Britannica Ultimate Encyclopedia, covering topics on food and nutrition, health and medicine, energy, environment, livelihood technologies, among others.
STARBOOKS is one of DOST’s strategies in making science and technology information accessible and available to citizens, especially those in the countryside. The package (computer set, software, and kiosk) is free for selected beneficiary institutions, LGUs, schools, NGO’s.
Digital library “library-in-a-box” does not need internet connec¬tion in order to access the vast array of science and technology information, hundreds of thousands of titles of digitized journals, serial publications, reference materials, annual reports, theses, dissertations, science projects, livelihood vid¬eos.. .and much more. All these can be availed of through STARBOOKS, a user-friendly, stand-alone digital library of science and technology materials in text, video, and audio formats.
STARBOOKS was awarded the American Library Association (ALA) Presidential Citation for Innovative International Library Projects last June 29, 2015, at the San Francisco Library in San Francisco, California, U.S.A. According to ALA, STARBOOKS was acknowledged for “making science and technology materials available to the general public in remote areas that have few information resources, no libraries, and little or no Internet connectivity.
